Enhanced transparency and accountability in the non-profit sector to prevent abuse of non-profit organisations by terrorist financing and other criminal purposes
On 30 November 2005 the European Commission adopted a Communication “The Prevention of and Fight against Terrorist Financing through enhanced national level coordination and greater transparency of the non-profit sector, including a Recommendation to the Member States”, which has been sent to the Council, the European Parliament and the Economic and Social Committee. The Commission’s adoption of the Recommendation to Member States and a Framework for a Code of Conduct for non-profit organisations aims at enhancing donor confidence and encouraging more giving, while preventing or at least reducing the risk of criminal abuse. As a follow-up to the Communication, the Commission will ensure further dialogue with the non-profit sector. This will include setting up an informal contact group and the organisation of a conference with representatives of the non-profit sector and other relevant stakeholders during the course of 2006 to find a common understanding of this complex and sensitiv e issue.
