EFC R ecommendations on a European Statute for Foundations
The European Foundation Centre EU Committee and its Legal and Tax Task Forces have produced a first proposal for the development of a European legal instrument for foundations. This will be shared with EFC members during their forthcoming Annual General Assembly (AGA). The draft currently foresees that a newly created European Foundation (EF) would be registered and supervised at the European level. It would have to carry out activities in at least two Member States and have a minimum starting capital of 50,000 euros. Following the EFC AGA, these recommendations will be forwarded to the European Commission in the framework of its Action Plan on Company Law in Europe , which foresees the execution of a feasibility study by the Commission no later than 2006 of the potential for such a European statute for foundations.

New country profiles for Greece , Ireland and Ukraine , and updates for many other countries including Austria , Italy , Poland , Sweden and Switzerland are available from a selection of 32 countries. The profiles contain details on cultural policy covering: historical perspective; competence, decision-making and admin; general objectives; current issues in cultural policy development and debate; main legal provisions in the cultural field (inc. tax measures); financing of culture; cultural institutions and new partnerships; support and a list of sources and links.

Participatory democracy: current situation and opportunities provided by the European Constitution
As a continuation of the conferences held in October 1999 on the role and contribution of civil society organisations in the building of Europe and November 2001 on organised civil society in European governance , the EESC (European Economic and Social Committee) organised, on 8 and 9 March 2004, a conference intended to strengthen the Committee's commitment to stepping up dialogue with European civil society networks and organisations, including the social partners. The objective was also to give concrete expression to its role as an institutional framework for facilitating dialogue and consultation with organised civil society in the context of the draft Treaty establishing a Constitution for Europe .
