Buse Commission Phase 2 Report Published
The Buse Commission was commissioned by the Institute of Fundraising to develop plans for a new body to regulate charity fundraising in the UK . The first report, a scoping study, was published in 2003. The second report, published at the end of January, aims to set out a clear set of recommendations for the future framework and governance structure of self-regulation of charitable fundraising. The Phase 2 Report completes the work of the commission. Following consultation, potential arrangements are to be put in place in May/June.

Draft Charities Bill (England/Wales) Published on 27 May
The draft Charities Bill is subject to pre-legislative scrutiny by a Joint Committee of both Houses of the UK parliament, which is due to report its recommendations by the end of September 2004.

Draft Charities ( Scotland ) Bill - Forthcoming Consultation
This consultation seeks comments on the draft Charities ( Scotland ) Bill. The draft bill and accompanying consultation paper set out government proposals for modern, proportionate regulation of charities in Scotland. Government plans include: setting out a definition of charity; establishing a statutory charities register and regulatory body; improving regulation of charity fundraising and accountability of charities to the public. The draft bill responds to charities' needs, for example by modernising the process for charity re-organisation, widening trustees' investment powers and creating a limited liability legal form especially for charities.

Code of Best Practice for Fundraising Contracts between NPOs and Consultants being Developed by UK Institute of Fundraising
The comprehensive draft code for fundraising contracts and relationships between VCOs, professional fundraisers, consultants and agencies covers preparation and procedures, relations with stakeholders and legal and tax points. A Model Fundraising Contract, which should be adapted to suit particular subject matter and requirements, is provided as an appendix. Consultation ended on 21 May.

Atlanta Symphony Orchestra Acquires Own Telemarketing Firm
The Atlanta Symphony Orchestra is dialing up a new earned income lead. ASO's recent acquisition of a professional telemarketing firm could mean more total revenue but also has the potential to shake up the performing arts world. Atlanta-based Robert W. Woodruff Arts Center and its ASO division in April purchased Los Angeles-based MKTG Teleservices, formerly owned by Media Services Group, Inc. (MSGI) for $3 million. Woodruff created a wholly owned subsidiary, SD&A Teleservices, specializing in fundraising and ticket sales for culture and arts nonprofits. Not only was ASO a client of the company it now owns, but SD&A also touts Carnegie Hall, Chicago Symphony Orchestra, New York Philharmonic and San Francisco Opera among its clients. ASO's purchase turned heads in the performing arts community.

Teaching and Learning Fundraising - German-Speaking Europe Grows Together
The University of Zürich-Winterthur has just launched a year-long course on 'Fundraising Management - neue Wege der Finanzierung für Non-Profit Organisationen'. The course has been developed in collaboration with the German Fundraising Academy and will have participants from Germany and Austria as well as Switzerland . The certificate in fundraising management awarded on completion of the course will permit participants to obtain qualified jobs in several European countries.

America 's Nonprofit Sector Leads in Employment Growth
A new study from I NDEPENDENT S ECTOR, 'Employment in the Nonprofit Sector', shows that nonprofit employment in the USA grew at an annual rate of 2.5 percent between 1997 and 2001, adding over 1 million jobs to the US economy. During the same time period the business sector grew at 1.8 percent annually, and employment in the government sector grew at a rate of 1.6 percent. Nonprofit employment, which has doubled in the past 25 years, encompasses 12.5 million workers-nearly 10 percent of total employment in the United States . By 2010, this total should reach approximately 15 million, with growth forecast specifically in the areas of health services and social/human services.

WINGS 2004 Community Foundation Global Status Report
The 2004 Community Foundation Global Status Report is designed to provide an overview of worldwide developments based on the most current information drawn from survey data. The report is composed of two parts. Part I is a general overview of what community foundations are; the trends in their development as viewed from a global perspective; a review of community foundation developments by region; and a list of correspondents for the country profiles. Part II consists of the country profiles, which are based on information collected through a survey. In most cases these profiles are submitted by the local organizations that support the development of community foundations - that is, from the people closest to community foundation activities in their countries and regions.
